When idrian skirmishers make a combined melée attack through the chieftain does he benefit from this for both of his kopis (and any other attacks for that matter)?

No, Combined Melee attack can only be used once and is an order.  So can only be used once by each model participating.  You could have all the other models to a combined attack and the one model just attack by itself if you wanted.
