RULES FOR WARHAMMER 40K TOURNAMENT
Rule Books:
The Warhammer 40,000 Fifth Edition Rules will be used.
The following is a list of legal army choices:

MODELS AND POINTS:
1. Each player must bring an army consisting of 1250 points or fewer (1200 min), in accordance with these rules. Each team will consist of two players fighting together.
The Force Organization Chart will be split up into two parts as follows:
(Each player must take)
1 HQ
0-1 Elites
2-3 Troops
0-1 Fast Attack
0-1 Heavy Support
In addition, the two players on a team share three ‘floating’ selections, one each in Elites, Fast Attack, and Heavy Support. Either player may use up to two of these floating slots, but may not use the same slot as their partner. For example, Player A takes a second Elites choice and a second Heavy Support choice. This means their partner, Player B, may take a second Fast Attack choice as the third floating slot.
An exception to this is the mandatory choices for some armies. For example: "You must take this HQ at this many points." Those choices are allowed outside of these restrictions. Ex. Space Wolves.
2. All models must follow “What You See Is What You Get” (WYSIWYG). All weapons, war gear, and so forth must be represented on the model.
3. Forge World Imperial Armor units (and army lists) may NOT be used. Forge World models may be used where appropriate, however.
4. Teams are not integrated. You may not share tech (for example, using each others teleport homers, etc).
5. If a unit/wargear/ability says something to the effect of "choose a friendly unit/model" you may not select a teammates unit.
6. Necrons will never phase out.
7. We will require that each player submits his army list to a Battleground Tournament Organizer on or before April 3rd, 2011 (roughly a week before the event). We ask that players email their lists to ChaseLaq@gmail.com as soon as they are finalized. We are going to do our best to check every list before the event begins AND will conduct random list checks at the start of each round.
8. If illegal units or other rules violations are found in a player’s army list, at a minimum, the models in violation will be removed from all subsequent play. In addition, tournament points may be deducted and/or award eligibility may be forfeited. If in doubt, please ask for clarification in advance from a Battleground Tournament Organizer.
The scenarios we will be using for the event will be a slightly modified version of the 2011 Adepticon Team Tournament Primer Missions. I will be choosing 3 of the 4 scenarios. (This is subject to change if Adepticon releases the actual scenarios before their event.)

HOW THE TOURNAMENT WORKS:
• Competitors will participate in three (3) games over the course of the day. In each game, you will play a scenario and record the outcome of the battle on your results sheet. Each round you will play a different opponent.
• Each round will last 2.5 hours. Players will have 15 minutes after the pairings have been called to deploy their models before time for the round begins.
• In the first round, players will be matched up randomly. After the first round, players will be matched up according to current rankings in the tournament (Battle Points + other conditional point modifiers presented in each scenario) e.g., the player in first place will play the player in second place and so on.
• We will try our best not to pair teams that come to the event together in the first round.
• If a team receives a BYE they will be awarded the average of the winning teams points for the round.
• You will not play the same team twice.
• We will do our best to prevent a team from playing on the same table twice.
• The pairings for each round will be announced as soon as they are determined. Please be sure to arrive at your table ready to play right away. We ask that each player be conscious of the time and that you play at a regular and steady pace to complete the game. Anyone found slow playing or deliberately stalling for any reason will be penalized.
• Each game will be played on a 4' x 6' board.
• Players will receive Results Sheets at the beginning of each round. Each results sheet must be filled in properly to ensure that match-ups and point totals are correct. Once Results Sheets are completed they are to be turned in at the counter so the scores can be entered into the computer.
BATTLES:
The Fifth Edition Rulebook will be in use for all games. Where appropriate, Battleground will be using the INAT FAQ (http://www.dakkadakka.com/s/up/INATFAQv4.3.1.pdf) to clear up any confusion. The time limit for each game is 2.5 hours. At the end of this time limit, the round will be called; all players will need to finish their game immediately, and no additional time will be provided (dice down).
Players should not begin a round that they can not finish.
What You Need to Bring with You:
-Your (hopefully painted) miniatures
-At least THREE copies of your army list
-Rulebooks and any additional books you need
-Pen and paper
-Dice and templates
-Tape measure
-Something to transport your army from table to table
Store Credit Awards will be given out to:
Store credit is good for any product in the store and all subsequent events. It never expires and will be saved for you.
Best Generals
Second Best Generals
Third Best Generals (only awarded if the turnout is large)
Best Sportsmanship (team)
Best Theme (team)
Best Appearance (individual)
Note: A team may only win one award. The Best Appearance award may go to any one player participating in the event, regardless of their finish / other awards.
• Sportsmanship - After the last round is finished we will have each team tell us who their favorite opponents of the day were. The team with the most votes will win. Ties will be broken based on the scoring criteria listed in the scenario packet. If the scores are still tied, the award will go to the team with the most overall points (battlepoints + additional points)
• Theme - We will award the team who we feel came with the best theme.
• Appearance - We will award the individual who we feel has the best looking army. We will use a scoring rubric that looks at painting, basing, display boards, and various other "extras" to determine the winner.

question...
the tourny rules say WYSIWYG, I know that means if its not physically there, its considered as the player not having it. But how does it work for units that are built with an upgrade that I am not using for this tourny?
i.e. I have a Chimera already built with the Dozer Blade upgrade physically on the model but in my tourny list, I will not be using it. Do I have to build a new Chimera or take the Dozer Blade off? or is ok for it to be on my model but me not using it?

No, they don't, although it is very much encouraged that you have them painted at least with the minimum 3 color standard. Mainly, it's for aesthetic purposes, and the feel of having mostly (if not completely) painted armies on the tabletop. BG tends to encourage that all of it's participants take the time and effort to get their stuff painted with as much enthusiasm as their participants would have in playing the game itself.

Models do not have to be painted. The tournaments are usually 50-50.

My Kharn the Betrayer model is a Khorne Champion modeled to look exactly like kharn (plasma pistol and chain axe and arms raised) Is this gonna be a problem? Should i just buy Kharn instead?

I have a concern about the multi tracker on infantry
essentially it should allow the use of markerlight and main weapon combined but specific rules in the codex say the use of "BATTLE SUITE WEAPONS" and they are neither battle suit weapon what is the ruling on this?
and if this rule is invalid than it make taking it on everything but crisis suits would be useless

The INAT FAQ/Errata the tournament will be using has something on Page 93.
Q: Does a Multi-tracker allow a model to fire two weapons that aren't 'battlesuit weapons'?
A: Yes, a model with Multi-tracker is allowed to fire two ranged weapons instead of the normal one. [rules change]

A rules question, the way wbb works it says " Must be in 6 inches of another model of the same type, although not necessarily of the of the same sqaud " INAT defines like model as infantry, jetbike, etc. Now, Since it does not say friendly or allied unit, nor does it say not an enemy. May one argue that player A on may use Player B's warriors as a unit within 6 inches?

I'd say no, because in the instance that say a whole squad of warriors is wiped out, but it was 6" from another squad of warriors, the models of the wiped squad join the second squad if they make their wbb rolls. If it was between two allied armies, then if my squad is wiped out then any models that come back would join yours. I'm not sure that would be kosher.
as for what you have, I was working with another Necron player with very specific requirements. I'll send you a message with them to see if your still willing to go through with it.

Oh, the two camps of 40k. One says, "The rules don't say I can." The other says, "The rules don't say I can't!"
Neither the Necron FAQ/Errata nor INAT seems to address this specifically. The implication of WBB seems to be that it is meant for your own army... but it's not explicitly written as such. Thanks to the rules-cheese that Wes points out, if this were allowed, Warriors could roll WBB rolls for being in proximity to any infantry, friend or enemy. Crazy!
Probably too crazy... My best guess, I think this argument is negated by further reading of WBB and an application of Rule 4, "Teams are not integrated."
My interpretation hinges on the use of "coherency" in the last paragraph of WBB.
After WBB rolls, "the repaired Necron will immediately be placed in coherency with the closest unit of the same type." Technically, the repaired Necron can only be in coherency with a unit from its own army. "Once joined with the unit..." Because of Rule 4, the repaired Necron could not join your teammates unit. If the nearest unit it could join is in assault, the repaired Necron could join, but only if he's able to maintain coherency with that unit.
Thoughts? Holes in logic?

P.S. If you guys somehow fall short of what you need for your Necron armies, I'd be happy to lend you what I have, if what I have is what you want... if that makes sense.

The point is moot as your armies are not integrated, and not considered friendly for rule purposes. You certainly don't get WBB based on enemy model location.

Since both armies are essentially there own entities, can each army take the same special character if they are playing the same army?
RAW I would say yes because they are completely different armies just paied together.

I feel like most people look at it like a 2500 point list split down the middle using two different armies (at times). It's really two 1250 lists using half a force org (or something close).

I don't really care, I just think it is silly because it makes no sense and opens up an opportunity for abuse in a tournament with rules that heavily lean towards breaking doubles abuse.
This would only really be brutal with special characters that change the force org which in most cases would make it so there can be like 6 elite choices in a doubles team (or fast, or whatever it changes). Where the rules are aiming to limit it to only 3, the special characters would break that rule.

Not necessarily new models there are some in almost every codex that can alter the force org. I have to assume that Troy is asking because of Castellan Crowe. Crowe is cheap and makes one of the best units troops. <3 Troy

I'm pretty sure if you look through some of the codices you will encounter a few special characters of which the only consolation is that "At least there can only be 1 per army."
With a legion of 40kers out there it probably won't be too hard to sniff them out. However, Rules are rules. Besides everyone probably has their lists turned in already right?

I don't think it will be an issue and TBH I really do not care what people bring. I just want Chase to understand that there is a possibility to make some brutal combos which i think the spirit of the tourney wanted to avoid.

It should (will) probably be changed in the future to keep the Doubles events in line with what we want. This time around, what's done is done.

I have no plans whats so ever to run the same special character in my team but I had thought of it and realized it could be abused.

While there is a lot of merit in this suggestion, I think as long as a team doesn't abuse their codices, they should be allowed to play them together in this tournament. Of course, how to go about policing them is another situation in of itself. Derek and Chase put a lot of faith in their players not to abuse them, so maybe working on this on a case by case basis could bring further light to the subject. However, I see the point in trying to prevent something like this from happening in the first place rather waiting for it to happen before doing anything. Maybe Ben's right in requiring members to use different codices, and then if a team has a "worthy" idea of using the same codex, that it be brought to the "powers that be" for their approval first?

This is not the way to resolve the issue here. Limiting a team to different codices is not the best option. Defining well set guidelines is the best way.
The overall goal is to have fun in a competitive way. More and More BG tournies are starting to pull in people from farther and farther. This is good for the store as well as the tourny circuit.
To limit this by putting in TEAM combination limitations will hinder both of those. Working through it and finding these loop holes and addressing them as they arise is the best way. A simple blurb saying that no 2 armies can have the same IC solves this issue very easily without limiting who or what I can play with.

Singles tournaments should be most certainly competitive.
Doubles should be less formal. There's a pronounced emphasis on creativity. People show up in costume and have backstories.
There are 15 codices currently in use. Asking a team to pick two is placing a limit only on inflexibility.

Yes, but the ultimate goal is to have fun, and there are different ways people do that.
Some people have fun by competing, some have fun just throwing dice and meeting people, and some have fun tagging along with a friend and learning how to play. All of those types of people are showing up. So you could be geared for competition and end up clubbing baby seals.
Saying the 40k Doubles tournament is competitive while taking place on the same day as the Colonial GT, I kind of go LOLWHUT?
Anyway, this all came up because I suggested partners play different codices. So how horrible of a person am I? Currently, there are 225 combinations of codices allowed. My suggestion leaves 210 combinations.

Its a tournament: The purpose is to have fun, the goal is to win. I don't understand what you're saying.
If you don't think the BG doubles is a competitive event, you should look at the army lists that have taken the top 3 stops each time. I think a lot of people missed your memo.

Why so serious about a doubles tournament? If you have ever done it before, you kind of realize how your team will perform ahead of time. If you lost and had a lot of fun then stay that way, if you went out for blood and placed then it worked for you keep it up. There's really little mystery to the game in this sense.
This is still just a game and you should pLay it however you typically do and just enjoy yourself. Be that WAAC or beer and pretzels. Expect some of both and a little of every flavor of army combinations.

Alright Ben going off of your statements what if my fun is with my friend who only has a GK army and I happen to only have a GK army. So with your rule I wouldnt be able to have fun and play with my friend...
I hope you see where I am going with this.
I agree that people go to play the way they want to play. But to think a Tournamanet isnt competative because it is doubles and YOU dont go to be competative doesnt change the fact that it is still a tournament and as Ian stated in its very definition is competative.
Adding in restrictions like the one you mentioned is counter intuitive to FUN players and COMPETATIVE player alike.

Competition and competitive are *not* interchangeable. A tournament is a competition. WAAC players are competitive. Not all competitions are competitive.

The base word of competition is compete, and you can also see it in the definition of the word, and a tournament. I'm sorry Ben, because I like the fun aspect and less competitive aspect of tournaments as well, but it's a competition, and people will show up to win and do what they need to to win. We all good with the definition and point of the tournament?
I don't think there should be restrictions on having two people with the same army, but in the future there should be some rules defining the same HQs part, but that's the reason we have these discussions, to find the gray areas and have them set out in black and white for the next one.

Competition and competitive are *not* interchangeable. A tournament is a competition. WAAC players are competitive. Not all competitions are competitive.

Alley there is no reason why this item would not be acceptable. The ONLY stipulation is that you make sure to inform your opponenets on what it is and make sure they understand that.

Great job everyone yesterday! It was my first tournament and it was truly an awesome experience. All my opponents were friendly and helpful and really laid back, made the whole thing just fantastic. Congrats to everyone who one prizes and stuff :) Looking forward to the next one!
