Title: Question about Jin-Gitaxias, Core Augur

When it reduces your opponents hand size by 7, does it prevent them from drawing at all or does it make your opponent draw, but discard all their cards at the end of every turn?

You must discard down to your maximum hand size at the end of turn. Until then, you may have as many cards in your hand as you like.

If I were to use gruesome encore on it would its ability still activate? ( Bring it back from the graveyard for one turn, it gains haste, then it is exiled at the end of my turn )

Nope.  This is a relic, left over from "the before time."

At the beginning of your end step, draw seven cards.

Each opponent's maximum hand size is reduced by seven.

Gruesome encore

Put target creature card from an opponent's graveyard onto the battlefield under your control. It gains haste. Exile it at the beginning of the next end step. If that creature would leave the battlefield, exile it instead of putting it anywhere else.

Both triggers are put on the stack at the same time, so you'll get the seven cards.
