Can someone tell me where in the Tau codex it states that certain Tau units can move 6" in the assault phase even when not assaulting an enemy?

Wrong source. 6th Ed rulebook, p. 47

When Jet Pack units move in the Assault phase and do not charge, they move just as they would when using their jet packs in the Movement Phase.

I did not know that. It makes sense, though. And yes, being based on a stupid rule, makes this stupid too.

It is consistent, but that doesn't make it good.
