Title: starting a new army

im startingup a new army and had a big question: are black templars, space wolves, etc all allowed in a space marine army? (like mixing wolves and templars into a space marine army) or are they all seperate armies? because it seems as if the templars dont have enough models available to be a solo army

Space wolves are there own army as well as Black templars, you wouldnt be able to have a mesh army and use both codexes.
