Also, is there any ruling on whether or not the models have to be painted? Is the 3 color rule in effect? And are special characters allowed? I didn't see anything that mentioned this, so I'm just curious.

Models do not have to be painted.

Special characters are allowed but you may not double up on them.  What I mean is... You and your teammate can not both take Vulcan.
