yes you can use special characters, but keep in mind that you can not have multiples of characters appearing.  I.E. Two orks can not have two Ghazkull's.  Also, for special rules these characters will not grant them to friendly units unless specifically mentioned in there rules. 

Example, Guard can not give orders to blood angel units.
